The creation of the technopark provides for the deployment of technopark residents in the whole city, taking into account scientific, technological and economic expediency. Here, the activities of scientific, educational and production organizations will be integrated to implement the entire innovative chain of production of science-intensive products. The development of the technopark assumes the creation of a single service infrastructure, including scientific laboratories, the provision of necessary reagents and consumables, obtaining patents and licenses, assisting in the transfer of technology and the commercialization of scientific and innovative developments. The implementation of innovative projects on its territory will be co-financed by state financial resources, scientific organizations and educational institutions, business entities, commercial banks, loans and grants from international financial institutions and donor countries, as well as venture funds.
Technological park "Yashnabad" will specialize in scientific research and development, pilot-industrial tests and transfer to the development of samples of innovative products in the fields of chemical technologies, biotechnology, pharmaceutics and medical biotechnology, plant protection products; material science, metal processing technologies, seismic resistance, building materials; food industry; energy saving, production of alternative and renewable energy sources, electronic measuring instruments, robotics, mechanical engineering, electrical engineering.
The period of its operation is 30 years with the possibility of subsequent extension. The status of residents of the Yashnabad Technopark is assigned for a period of up to 10 years on a competitive basis. Commercial banks will issue soft loans for the implementation of projects for up to 7 years, with a 2-year grace period, with an interest rate not exceeding 50% of the established refinancing rate of the Central Bank.
Directorate and residents of the Yashnabad Technopark on the implemented innovative projects for the entire period of its operation are exempt from payment of: land tax, profit tax, property tax of legal entities, tax on improvement and development of social infrastructure, unified tax payment, as well as mandatory contributions to the Republican Road Fund under the Cabinet of Ministers and an extra-budgetary Fund for the Development of the Material and Technical Base of Educational and Medical Institutions under the Ministry of Finance; as well as customs payments (except for customs duties) for equipment, raw materials, materials, reagents, components and building materials not manufactured in the Republic of Uzbekistan, imported for their own production needs within the framework of innovative projects on the approved lists.
