Mirziyoyev signed a decree on increasing the remuneration of workers in the sphere of science and higher education.

The President signed a decree on increasing the remuneration of workers in the sphere of science and higher education, - UzA reports.

The document says:

1. To take into consideration that, in accordance with the Decree of the President of the Republic of Uzbekistan "On Measures to Improve the Remuneration of Labor of Employees of Higher Educational and Scientific Research Institutions of the Republic," starting September 1, 2018, the average base salaries are increased by an average of 25 percent leading and scientific workers of scientific research institutions participating in the implementation of scientific and technical programs of fundamental, applied research and innovative work at the expense of the state budget of the Republic of Uzbekistan, as well as senior officials and faculty of higher educational institutions.

2. To agree with the proposals of the Academy of Sciences, the Ministry of Innovative Development, the Ministry of Higher and Secondary Special Education, the Ministry of Employment and Labor Relations, the Ministry of Finance and the Ministry of Economy of the Republic of Uzbekistan:

on the increase since August 1, 2018, of the wages of employees of the administrative staff of the Academy of Sciences of the Republic of Uzbekistan by a factor of 2;

on the increase since September 1, 2018, the salaries of engineering and technical personnel of scientific research institutions, which are responsible for the design and technological support of scientific activities, maintenance of scientific laboratory equipment, in differentiated sizes from 30 to 100 percent depending on the position held and sphere of scientific activity.

3. To increase the salaries of managers and researchers of research institutions involved in the implementation of scientific and technical programs of fundamental, applied research and innovative work at the expense of the State Budget of the Republic of Uzbekistan, the engineering and technical staff of research institutions entrusted with the functions on the design and technological support of scientific activities, maintenance of scientific laboratory equipment, as well as guidance and the teaching staff of higher educational institutions in the following two stages:

from January 1, 2019 - by 20 percent;

from July 1, 2019 - by 25 percent.

4. The Academy of Sciences, the Ministry of Innovative Development, the Ministry of Employment and Labor Relations and the Ministry of Finance of the Republic of Uzbekistan, by July 25, 2018, review the salaries of employees of the administration staff of the Academy of Sciences of the Republic of Uzbekistan and engineering and technical staff of research institutions, ordinances.

5. In accordance with the requirements of this decree, the Cabinet of Ministers, by November 1, 2018, approve basic salaries of leading and scientific workers of research institutions participating in the implementation of scientific and technical programs of fundamental, applied research and innovative work at the expense of the state budget of the Republic Uzbekistan, as well as senior officials and faculty of higher educational institutions.

6. The Ministry of Innovative Development, together with the Academy of Sciences, the Ministry of Finance and the Reconstruction and Development Fund, shall, within two months, submit a draft decision of the President of the Republic of Uzbekistan on the establishment of the Presidential Fund for the Commercialization of Scientific and Technical Activities (hereinafter - the Fund) with the opening of its accounts in JSCIB " Mortgage Bank "in the amount of $ 100 million.

7. Define the main objectives of the Fund:

accelerated and wide introduction of the results of scientific and scientific and technical activities with a view to further development of the social and economic sphere;

orientation of scientific and scientific and technical activities to obtain practical results by co-financing high-tech entrepreneurial projects-start-ups;

the direction of research on the accelerated development of products and technologies with a high degree of commercialization through participation as a founder in the implemented start-up projects.

8. The Ministry of Innovative Development, together with the Academy of Sciences and the Ministry of Finance of the Republic of Uzbekistan, shall submit to the Cabinet of Ministers of the Republic of Uzbekistan a draft government decision, including clear criteria for assessing and selecting the results of scientific, scientific and technical activities for funding from the Fund.
